State Senator Joe M. Haynes has represented the 20th District in Nashville from the 94th through the 106th sessions. He has served on major committees, including State and Local Government, Ethics, Finance, Ways & Means Committee, Education and Government Operations, which he chaired.
Senator Haynes was born Oct. 8, 1936 in Sumner County. He received an engineering degree from the University of Tennessee at Knoxville and his doctor of law degree from the Nashville School of Law.
He and his wife, Judge Barbara Haynes, have three grown children and seven grandchildren. Senator Haynes is a member of the Cumberland Presbyterian Church.
He is a partner in the Haynes-Freeman law firm in Goodlettsville, and a member of the Nashville (past president and director), Tennessee and American Bar Associations as well as the Tennessee and American Trial Lawyers Associations.
As a resident of Goodlettsville, he served as a city commissioner (1976-1988) and Vice Mayor (1986-1988).
Senator Haynes is active in a wide array of civic organizations, including the Chambers of Commerce for Nashville, Madison, Old Hickory, Donelson-Hermitage and Goodlettsville, where he is a past president and director. He is a Shriner and a Mason, and a member of Kiwanis and the Elks Lodge. He has been on the Southern Growth Policies Board, the Middle Tennessee Boy Scouts Council and the McKendree Village board of directors. Senator Haynes is a graduate of Leadership Nashville.
